You can start the Casey & Skatie Story Event once you have completed the previous two Story Events (Ignatius Boulton and Lindsay’s New York Story) and have also collected your rewards from these Events by tapping on the “Claim Rewards” button in the Calendar.

You also need to have reached the ‘Fix Sign” task towards the end of the Beach House area.
