To use the Scissors, just drag it onto the item that you would like to split into two lower level versions.  Please make sure that there is space on your Board for this.

The Scissors can be stacked on top of each other to save space. For stacked Scissors, there is a counter at the bottom of the Scissors icon that displays how many Scissors the stack contains.
